TWO Land Transportation Office (LTO) officials in Region II have been relieved from their posts following a video showing them physically assaulting two citizens, including an alleged minor, Transportation Secretary Jaime Bautista said Monday.
The officials, identified as LTO Region II Assistant Regional Director Manuel Baricaua and another official, Charles Ursulum, were seen in the video punching and kicking a man during an event in Tuguegarao, Cagayan. Secretary Bautista described the actions as “inexcusable.”
Bautista stated that he has formally requested the Office of the President, Executive Secretary Lucas Bersamin, and Chief Justice Alexander Gesmundo to pursue the permanent removal of Assistant Regional Director Baricaua.
He emphasized the clear evidence presented in the video, stating, “There’s no need for further investigation. The video clearly shows them assaulting our countrymen.” The Secretary’s strong stance reflects the government’s zero-tolerance policy towards such misconduct by public officials.
The incident has sparked public outrage and calls for accountability.
