REPRESENTATIVE Raymond Adrian E. Salceda of Albay’s Third District has issued a statement detailing the significant impact of Typhoon Uwan on the region, emphasizing the need for sustained support for recovery and rehabilitation efforts.
According to Rep. Salceda, the district experienced the full force of Typhoon Uwan, with winds reaching Signal No. 4. Preemptive evacuation was carried out across all municipalities and the lone city, resulting in at least 25,000 families being evacuated, a number that may increase pending validation with local government units.
Rep. Salceda highlighted the challenges posed by the national ban on flood control projects, which has left many structures damaged by Typhoon Kristine unrepaired. He noted that temporary sandbagging operations were conducted to delay floodwaters, but ultimately proved insufficient. He is urging the Department of Public Works and Highways to prioritize appropriate, scientific, and evidence-based flood control projects for the district.
Relief operations are currently underway, with food packs being distributed to affected communities in coordination with the Department of Social Welfare and Development. While current supplies are sufficient for approximately 10,000 families, additional assistance is needed to reach all affected households.
The Department of Public Works and Highways has begun deploying equipment for road clearance, and the Bureau of Fire Protection and other agencies are assisting in clearing debris and silt. Efforts are also underway to restore power in affected areas in coordination with the Albay Electric Cooperative (ALECO).
While a zero-casualty record was achieved in most municipalities, Rep. Salceda expressed condolences to the family of one fatality in the town of Libon. Despite the relatively low loss of life, he stressed that the physical and economic damage remains extensive and appealed to the national government and relief organizations for sustained support as the district embarks on recovery and rehabilitation efforts. As part of these efforts, a palay-buying operation will be launched in partnership with the Department of Social Welfare and Development, utilizing AKAP Rice funds to support local farmers.
