The Hague – The International Criminal Court (ICC) has released a document naming the alleged co-perpetrators of former President Rodrigo Duterte in his controversial “war on drugs.”
The Document Containing the Charges (DCC), submitted by the Prosecution, identifies individuals who allegedly participated in the “common plan” to “neutralize alleged criminals” through “violent crimes including murder.”
The DCC lists several high-ranking officials, including Senator Ronald “Bato” dela Rosa, former chiefs of the Davao City Police Vicente Danao and Camilo Cascolan, former PNP chief Oscar Albayalde, and Senator Bong Go, Duterte’s former aide. Also named are former NBI Director Dante Gierran, former PDEA chief Isidro Lapeña, former Justice Secretary Vitaliano Aguirre II, and other members of the PNP and high-ranking officials.
ICC Assistant to Counsel Atty. Kristina Conti stated in an interview that she was not surprised by the list, adding that their camp is currently unaware if warrants of arrest have already been issued against the alleged co-perpetrators. The ICC released a partially redacted version of the DCC on its website on February 13.
The DCC also lists the charges against Duterte, including being individually criminally responsible for crimes charged in Counts 1 to 3 as an indirect co-perpetrator. These counts include murders in Davao City during his time as mayor, murders of high-value targets during his presidency, and murders and attempted murders in barangay clearance operations during his presidential term.
