HOUSE Speaker Faustino “Bojie” Dy III on Wednesday refuted claims of budget insertions occurring during the ongoing bicameral conference committee (BICAM) deliberations on the 2026 Department of Public Works and Highways (DPWH) budget, dismissing the allegations as inaccurate and misleading.
Dy stated that reports suggesting secret additions of funds or provisions by lawmakers during the bicameral process are false and misrepresent the budget finalization process.
He emphasized that all items in the House version of the budget underwent proper procedures and were approved by House members before the bicameral conference commenced.
Dy explained that the BICAM’s role is limited to reconciling the House and Senate versions, not introducing new items or provisions.
He underscored the transparency and legality of the House’s budget handling, stating, “There is nothing illegal, nothing secret, and no deception happening on our side.” Dy affirmed his commitment to a transparent and orderly legislative process, emphasizing that the budget is crafted to serve the public interest, not individual or political agendas.
