THE Office of the Ombudsman has ordered a preliminary investigation into Senators Mark Villar and Camille Villar, former senators Manny Villar and Cynthia Villar, and other officials linked to PrimeWater Infrastructure Corporation over alleged irregularities in water service contracts covering Quezon, Laguna, and Cavite.
The inquiry marks a formal step into whether the contracts were awarded and implemented in compliance with law, and whether public officials improperly benefited from or influenced the transactions.
The three‑province scope of the probe underscores the scale of the concerns being examined, with investigators set to examine procurement processes, award decisions, contract terms, and the actual delivery of water services in each area. Questions have been raised about potential conflicts of interest given the Villars’ dual roles as major business stakeholders and elected public officials. The Ombudsman will determine whether sufficient evidence exists to support the filing of administrative or criminal charges once the preliminary review is complete.
All parties named will be given the opportunity to respond to the allegations and submit evidence in their defense, in keeping with due process requirements. The investigation is expected to clarify whether contracts were entered into legally, whether rates and service standards were properly set, and whether any public official used their position to secure undue advantage for themselves or associates.
