REPRESENTATIVE Leila de Lima of the Mamangmayang Liberal (ML) Partylist issued a statement on July 28, 2025, explaining her decision to abstain from voting for the House Speaker and outlining the minority bloc’s commitment to active participation in the 20th Congress.
De Lima emphasized that abstaining represents the minority’s vote, signifying their intention to function as a robust and effective opposition. The statement strongly rejected the notion of a passive or symbolic minority role, emphasizing instead a commitment to proactive engagement in legislative processes.
“Makakaasa ang taumbayan na may mga tunay silang Kinatawan na magbabantay at magsusulong ng kanilang kapakanan at ng dangal ng ating bayan,” she said.
The statement detailed the minority bloc’s plans to actively participate in crafting effective legislation, conducting thorough fiscal oversight, and rigorously scrutinizing the administration’s policies.
De Lima underscored their dedication to serving the best interests of the Filipino people, promising to act as vigilant representatives who will protect their welfare and uphold the nation’s honor.
The statement emphasized that the minority’s role is not merely a matter of political convenience but a commitment to fulfilling their mandate through honest and effective action, ensuring accountability and transparency within the government. They pledged to utilize their position to advocate for better laws, conduct in-depth investigations, and contribute to more effective decision-making processes within Congress.
“I am confident that with our line up and commitment, we will certainly deliver. Dahil may checks and balances dapat sa mga branches of government, yan din ang gagawin natin dito as part of the minority. Di pwedeng sumabay lang o magpaanod sa agos. Dito natin masisiguro ang mas magagandang batas, mas seryoso, malalim at komprehensibong mga imbestigasyon, at epektibong mga desisyon ng Kongreso bilang institusyon,” de Lima concluded.
