Ret. US Air Force, driver arrested for P65M party drugs, firearms in QC drug lab

Suspects Ramon Loarca and his driver Wilson Apalisoc after the arrest at the NBI headquarters. The suspects are believed to be concocting an undetermined kind of dangerous drugs by mixing pulverized ecstasy with methamphetamine and cocaine to produce a new party drug for their clientele.

A RETIRED US Air Force and his driver were arrested by operatives of the National Bureau of Investigation (NBI) inside a makeshift laboratory in Quezon City.

NBI OIC-Director Eric Distor identified the suspects as Ramon Loarca and his driver Wilson Apalisoc.

Loarca is an American citizen but re-acquired his Filipino citizenship while Apalisoc is a Filipino citizen.

OIC-Director Distor said that based on intelligence information received by the NBI, a house in Teachers Village was allegedly used as haven for drug users by its owner, Loarca, a retired serviceman of the U.S. Air Force.

Distor stressed that discreet monitoring was immediately conducted by operatives of the NBI-Task Force Against Illegal Drugs (NBI-TFAID) under the Intelligence Service of the NBI that resulted in the discovery of drug den and eventual application before the Regional Trial Court of Quezon City for the issuance of a search warrant on the suspects’ premises.

On November 19, 2021, operatives of the NBI-TFAID implemented the Search Warrant and swooped down on the residence in Teachers Village.

During the conduct of the search, operatives found and seized a staggering quantities of ecstasy totaling 27, 334 tablets, shabu, cocaine, kush, marijuana sticks, chemicals, laboratory equipment and drug paraphernalia with an estimated value of P65 million.

Also seized during the operation include a 9MM Uzi sub-machine gun, Remington shotgun, Glock pistol, .22 Automatic rifle, 800 pieces of ammunitions for different calibers, and a high explosive munition.

Distor emphasized that the suspects are believed to be concocting an undetermined kind of dangerous drugs by mixing pulverized ecstasy with methamphetamine and cocaine to produce a new party drug for their clientele.

Suspects were presented for inquest proceedings before the Office of the City Prosecutor of Quezon City for violation of the R.A. 9165 otherwise known as the Comprehensive Drugs Act of 2002.
