TENSIONS flared at the Senate of the Philippines on Thursday as operatives from the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) attempted to serve an arrest warrant against Senator Ronald “Bato” dela Rosa right inside the legislative complex.
The move marked a highly unusual and controversial development, as law enforcement agents tried to execute judicial process within the premises of the Upper House, a space traditionally regarded as hallowed ground and protected by parliamentary immunity.
According to reports, the CIDG team arrived at the Senate building intending to take the senator into custody. However, their attempt was immediately met with strong opposition from Senate security and officials, who asserted that the premises enjoy constitutional privilege and that no arrest can be effected within the area while Congress is in session, except in cases of serious crimes such as treason, felony, or breach of the peace.
