PhilHealth not bankrupt, despite claims: DOH official

DESPITE claims to the contrary, the Philippine Health Insurance Corporation (PhilHealth) is not bankrupt, according to a Department of Health (DOH) official and PhilHealth board member, Dr. Albert Domingo.

Domingo firmly refuted assertions of PhilHealth’s insolvency, stating that the agency continues to pay for healthcare services and maintains a substantial accumulated revenue. This statement directly counters recent narratives suggesting the agency is facing imminent financial collapse.

Domingo’s assertion is supported by PhilHealth’s financial records, which reportedly show an accumulated revenue of nearly PHP 500 billion.

This significant sum, he argued, directly contradicts the notion of bankruptcy. While acknowledging challenges and inefficiencies within the system, Domingo stressed that PhilHealth’s current financial situation does not reflect insolvency. He emphasized the need to distinguish between operational challenges and outright bankruptcy.

The official clarified that the issues facing PhilHealth are primarily operational and managerial in nature, not a lack of funds.

He pointed to ongoing efforts to improve the agency’s efficiency and transparency, aiming to address concerns about fund utilization and ensure the responsible allocation of resources. These efforts, he said, are aimed at optimizing the use of existing funds to maximize healthcare benefits for members.

Domingo’s statement comes amidst ongoing public scrutiny of PhilHealth’s financial management. Previous controversies surrounding the agency’s handling of funds have fueled concerns about its financial stability.

The official’s clarification aims to counter these concerns and provide a clearer picture of PhilHealth’s actual financial standing. He urged the public to rely on official statements and verified data rather than unsubstantiated claims.

The clarification from a high-ranking official within the DOH and PhilHealth board is expected to alleviate some public anxiety surrounding the agency’s financial health.

However, the statement also underscores the need for continued reforms and greater transparency within PhilHealth to ensure the long-term sustainability and efficiency of the national health insurance program.
