ICC prosecutor may present more evidence against Duterte

THE International Criminal Court (ICC) has indicated that the prosecution may present additional evidence against former president Rodrigo Duterte beyond the initial evidence used to secure his arrest warrant.

This clarification comes from ICC spokesperson Fadi El Abdallah, who emphasized that the 43 killings cited in the initial application were merely a sample used to establish sufficient grounds for the arrest warrant. The statement suggests that the ICC investigation is far from concluded and that further evidence could broaden the scope of the charges against Duterte.

El Abdallah clarified that the 43 killings presented were not an exhaustive list of incidents, but rather a selection deemed sufficient by the judges to justify the issuance of an arrest warrant.

He emphasized that this was just the first step in the judicial process, and the prosecution retains the option to present a more comprehensive body of evidence during subsequent stages of the proceedings. This leaves open the possibility of additional charges or a significant expansion of the existing charges against the former president.

The original application for Duterte’s arrest warrant included allegations of 45 murders, four acts of torture, and three acts of rape, all cited as evidence of crimes against humanity.

The ICC judges, in issuing the warrant, determined that there were reasonable grounds to believe that murders of individuals allegedly involved in various criminal activities, including those related to drugs, had been committed in the Philippines. The limited scope of the initial evidence was solely for the purpose of securing the arrest warrant.
