THE Independent Commission for Infrastructure (ICI) recommended to the Ombudsman on Wednesday the filing of plunder, bribery, and corruption complaints against Senators Joel Villanueva and Jinggoy Estrada, former Representatives Zaldy Co and Mitch Cajayon, and Commission on Audit (COA) Commissioner Mario Lipana, among others.
ICI Chairman Andres Reyes Jr. stated during a press conference that the scheme allegedly begins with a proponent, either a member of the Senate or the House of Representatives, informing Engineer Henry Alcantara of their allocated budget for infrastructure projects. Reyes added that the scheme consistently involves flood control projects due to the high kickback rate of 25% to 30%.
The ICI is scheduled to file a formal complaint against the individuals accused of misappropriating public funds from government flood control projects at 1 p.m. on Wednesday, October 29. Reyes did not entertain questions following his announcement of the ICI recommendations to the Ombudsman.
