Rep. Brian Poe calls for AI-driven nat’l development at UN Vienna forum

REPRESENTATIVE Brian Poe, chair of the Global AI Council Philippines, delivered a powerful keynote address at the international forum “AI for Developing Countries: Bridging Capital for the Future.”

In his remarks, Congressman Poe stressed the urgent necessity of integrating artificial intelligence (AI) as a cornerstone of national development.

“Artificial Intelligence is no longer a technology of the future. It is here—reshaping economies, redefining industries, and reimagining how societies function,” Poe stated, highlighting the transformative impact of AI across various sectors.

In his speech, Poe laid out the Philippine government’s resolve to harness AI innovation through legislative initiatives. “In the Philippines, we’ve decided that we cannot afford to be left behind. That is why, in our 20th Congress, I filed House Bill No. 1136, calling for the creation of a National Center for Artificial Intelligence Research and Development. This Center is not just about creating a government office. It’s about creating a platform for public-private collaboration.”

Poe emphasized the imperative that AI must enhance human abilities, asserting, “AI must serve people—not replace them, not control them, but empower them. Friends, AI is not just about machines learning. It’s about humanity learning how to build a future together.”

While addressing the obstacles faced by developing nations, he posed a critical question: “Do we stand by and watch as AI becomes another force that divides the world into haves and have-nots? Or do we step forward—boldly, collaboratively, and inclusively—to ensure AI becomes a bridge, not a barrier?”

Congressman Poe firmly declared, “The Philippines chooses to build that bridge. We choose to invest in AI as a national development strategy, not a luxury. We choose to work with partners—investors, innovators, governments, and communities—to co-create AI solutions that solve real problems for real people.”

He extended a call to action to global leaders and organizations: “Let’s build AI infrastructure that leaves no one behind. Let’s bridge capital and courage, vision and action, innovation and inclusion. Let’s start building this future—together, today.”

The Vienna forum provided a vital opportunity for representatives from numerous countries to explore the essential role of AI in national growth, highlighting the need for collaboration between public and private sectors. Congressman Poe’s impassioned message has rekindled the call for inclusive AI strategies that can empower communities in the Philippines and across the globe.
