Cebu’s P20 rice rollout halted after election directive

THE highly anticipated rollout of the National Food Authority’s (NFA) P20 per kilogram rice in Cebu on May 1, 2025, was met with long queues of eager consumers, many from vulnerable sectors like senior citizens, solo parents, and persons with disabilities.

However, the initial success was short-lived. The Department of Agriculture (DA) announced a temporary suspension of sales until after the 2025 election period, in accordance with directives from the Commission on Elections (Comelec).

This abrupt halt has left many disappointed and raises questions about the program’s long-term viability.

Initially, the program saw a limited release of 500 sacks of rice in Cebu province, with a 10-kilogram limit per consumer. NFA-7 acting regional manager Ovelito Baritua explained that the agency is now focusing on collaborating with regional sources to augment supply and ensure the program’s sustainability once the ban is lifted.

He stated, “Ang gagawin ng NFA ngayon is mag-collaborate sa lahat ng source sa region para mag-augment para ma-sustain natin itong programa,” highlighting the agency’s commitment to the project’s long-term goals.

Agriculture Secretary Francisco Tiu Laurel Jr., who spearheaded the rollout, clarified the temporary suspension, emphasizing the Comelec’s directive to prevent the program from being exploited for political gain during the election period.

He stated, “Talagang nakatutok ang Pangulo natin ng ating bansa sa proyektong ito, sinusuportahan niya ito tuloy-tuloy… To be on the safe side, [wala munang bentahan]. Siyempre, ayaw din naman naming makasuhan,” underscoring the government’s commitment to the project while prioritizing compliance with election regulations.

The temporary halt, while intended to ensure fairness and prevent misuse, leaves many Cebuanos facing uncertainty about access to affordable rice in the coming months.
