
PRESIDENTIAL Communications Office (PCO) Undersecretary Claire Castro is urging the Philippine National Police (PNP) and the Department of Justice (DOJ) to investigate remarks made by former Ilocos Sur Governor Chavit Singson, in which he allegedly encouraged students to revolt against the government.
Castro expressed concern over Singson’s statements, specifically highlighting his alleged call for students to skip school and participate in acts of rebellion.
Undersecretary Castro emphasized the need to determine whether Singson’s pronouncements constitute inciting to sedition, a serious offense under Philippine law.
She stated, “Inakit niya ang mga kabataan… inanyayahan ito na wag pumasok sa eskwelahan… Dapat imbestigahan kung inciting to sedition,” (He lured the youth… invited them not to go to school… It should be investigated if it is inciting to sedition). The PCO’s call for an investigation reflects the government’s concern over potential destabilizing effects of such statements, particularly given the recent violent protests in Manila.
The call for investigation comes in the wake of heightened tensions following the September 21 rallies and the subsequent condemnation of the violence that erupted. While the right to peaceful assembly and free speech are constitutionally protected, the government appears to be drawing a line at speech that could incite violence or rebellion against the state.
It remains to be seen whether the PNP and DOJ will pursue a formal investigation into Singson’s remarks and what legal ramifications he may face.
