Magna Carta of Filipino Seafarers ratified, solon lauds historic step for maritime sector

ON the final day of the 19th Congress’ Second Regular Session, the House of Representatives ratified the bicameral report for the Magna Carta of Filipino Seafarers, a historic step for the nation’s maritime sector.

KABAYAN Partylist Rep. Ron P. Salo praised this milestone that solidifies the rights and privileges of seafarers and addresses long-standing issues that plague the industry.

“The ratification of the Magna Carta of Filipino Seafarers marks a resounding victory for our maritime industry, benefiting shipowners, manning agencies, and especially our seafarers. This legislation fortifies their rights, safety, and welfare,” stated Salo.

The veteran lawmaker highlighted that the ratification of the bill was not just a legislative victory but a collective declaration of support of Congress for the President’s vision and ambition to revitalize the Philippine maritime sector and align it with stringent international standards, especially those set by the European Maritime Safety Agency (EMSA).

The Magna Carta includes comprehensive provisions to substantially enhance the maritime sector, particularly through shifting educational oversight to the Maritime Industry Authority (MARINA). This strategic move aims to centralize and elevate the standards of maritime education, ensuring that training and competencies of Filipino seafarers align with the highest international benchmarks. Moreover, the Act establishes detailed provisions to govern the qualifications, certification, and conditions for employment of both international and domestic seafarers, as well as provisions that will bolster and promote the domestic maritime industry.

“With this law, we are setting a global standard. It’s not just about compliance or meeting international expectations—it’s about leading by example, about showing the world how deeply we value the dedicated individuals who make our proud maritime tradition possible,” added Salo.

Once signed by President Ferdinand “Bongbong” Marcos, the legislation is expected to significantly enhance and boost the morale and working conditions of over 400,000 Filipino seafarers globally.

Rep. Salo also acknowledged the contributions of key officials in the legislation’s passage, especially Speaker Ferdinand Martin Romualdez and Senate President Francis Escudero, including also Senator Raffy Tulfo and Rep. Jude Acidre, among other sponsors, and the private sector representatives whose tireless work helped bring the bill to fruition. “Let this law be the wind in the sails for every Filipino seafarer. Your nation supports you, ensuring a brighter and more secure future,” Salo concluded.
