
THE National Bureau of Investigation (NBI) – Human Trafficking Division (HTRAD) has rescued five victims, including four minors aged 10 to 15, from sexual exploitation in Caloocan City and Rodriguez, Rizal. One individual was arrested in Caloocan City on October 16, 2025, for violations of the “Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act” and “Qualified Trafficking in Persons.”
The operation began on August 18, 2025, after the NBI-HTRAD received a referral from the Dutch National Police, indicating an individual involved in the production and distribution of Child Sexual Abuse or Exploitation Materials (CSAEM).
Using Open-Source Intelligence (OSINT), NBI-HTRAD agents identified several victims, including a ten-year-old student from an elementary school in Caloocan City. Surveillance confirmed the minor victim’s enrollment status and led to the identification of three other girls who had since transferred schools.
On October 16, 2025, NBI-HTRAD operatives served a Warrant to Search, Seize, and Examine Computer Data (WSSECD) at the subject’s residence in Caloocan City. During the search, operatives recovered several devices containing CSAEM. The subject was arrested and taken to the NBI-HTRAD office.
Simultaneously, NBI-HTRAD conducted four rescue operations in Caloocan City and Rodriguez, Rizal, in coordination with local social welfare and development offices.
