Speaker Dy: House to go paperless, adopt blockchain in 2026

SPEAKER Faustino “Bojie” G. Dy III on Tuesday announced that the House of Representatives will shift to a paperless system and adopt blockchain technology beginning in 2026, a move that will make the Philippine Congress the first legislative body in Asia to use the technology to strengthen transparency and public trust.

Dy made the announcement in a video message posted in the social media platforms of the House a day after the Chamber adjourned after ratifying the P6.793-trillion 2026 national budget. He said the reform reflects his long-held position that confidence in government must be earned through concrete action.

“As your Speaker, I have always said that trust in government is built not by words alone, but by actions,” Dy said.

He said the transition marks a key step in the broader effort to reform and modernize Congress.

“Kaya’t nais ko ring ibahagi ang isang mahalagang hakbang na ating tatahakin para sa reforms at modernization ng Kongreso,” said the longtime public servant.

As part of the House’s commitment to open and modern governance, Dy said the chamber will move toward a paperless Congress and adopt blockchain technology to ensure the integrity, security, and transparency of its processes, including the preparation of the national budget.

He said the initiative will be undertaken with the support of the Department of Information and Communications Technology.

Dy said the shift places the House at the forefront of legislative innovation in the region.

“Once the transition is completed, we will be the first legislative body in Asia to adopt this technology,” he said.

The Speaker stressed that the adoption of digital tools is intended to institutionalize transparency and accountability in the legislative process.

“Ginagawa natin ito dahil naniniwala tayo na ang transparency ay hindi lamang isang adhikain o slogan; dapat ito ay isinasagawa at isinasabuhay.”
