THE Senate is set to turn over contractor Curlee Discaya to the Philippine National Police (PNP) this coming Monday, clearing the way for authorities to serve the arrest warrant issued against him by the Bulacan Regional Trial Court. Discaya and his wife, Sarah, face charges of graft and malversation in connection with an allegedly irregular flood control project undertaken in the province.
He has remained under Senate custody since September 2025, after the Blue Ribbon Committee cited him for contempt due to his refusal to cooperate with the panel’s probe into the multi‑billion‑peso flood control fund controversy. His detention at the Senate premises has continued while the inquiry and related legal proceedings moved forward.
Senate President Pro Tempore Sherwin Gatchalian confirmed the arrangement, noting that Discaya was not included among those invited to the latest public hearing scheduled by Senator Erwin Tulfo, who now heads the Blue Ribbon Committee under the chamber’s new majority bloc. “So, on Monday, he will be transferred to the PNP,” Gatchalian stated in a radio interview.
Gatchalian added that coordination between the Senate, the Department of the Interior and Local Government (DILG), and the PNP has already been finalized to ensure a smooth turnover. With the transfer complete, Discaya will be placed under police custody to face the criminal cases filed against him before the Bulacan court.
