EIGHT key legislative measures identified as priorities by the Legislative-Executive Development Advisory Council (LEDAC) have made significant progress in the House of Representatives. These bills have been approved by their respective main committees and are now awaiting review and input from the Committee on Appropriations regarding their fiscal implications.
House Majority Leader Ferdinand Alexander “Sandro” A. Marcos announced the advancement, attributing it to the guidance of Speaker Faustino “Bojie” G. Dy III. Marcos emphasized the House’s commitment to addressing critical areas such as education, health, food security, and social protection.
“These approvals demonstrate the House’s dedication to thorough legislative work under Speaker Dy’s leadership,” Marcos stated. “We are focused on crafting effective policies that will have a tangible impact on Filipino families.”
The eight LEDAC priority measures currently under consideration by the Committee on Appropriations include:
- Modernization of the Bureau of Immigration
- National Land Use Act
- Creation of an Independent People’s Commission
- Presidential Merit Scholarship Program
- Amendments to the Universal Access to Quality Tertiary Education Act
- Amendments to the Pantawid Pamilyang Pilipino Program (4Ps) Act
- Amendments to the Magna Carta for Micro, Small, and Medium Enterprises
- Resetting of elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)
The BARMM bill was also included among the key measures endorsed during the recent LEDAC meeting under the Common Legislative Agenda (CLA). Joining it in the CLA are the proposed abolition of the travel tax, the Expanded OSAEC and CSAEM Act of 2026, and a bill aimed at curbing fake news and digital disinformation.
Marcos highlighted the House’s earlier achievements, noting that 12 of the 52 LEDAC priority measures have already been approved on the third and final reading.
“The continued progress of these bills reflects a disciplined legislative effort aligned with the administration’s goals,” Marcos said. “We are committed to delivering impactful legislation that addresses the needs of our citizens.”
Marcos stressed that the House will prioritize LEDAC measures related to education, health, and food systems as sessions resume. Committee-level work will serve as the foundation for more efficient and focused plenary deliberations in the coming weeks.
“Our aim is to enact sound, well-considered laws that improve the lives of Filipinos in tangible ways,” Marcos concluded.
