THE House of Representatives on Tuesday night approved on second reading Resolution of Both Houses (RBH) No. 6, as amended, calling for a Constitutional Convention to propose amendments to or revision of the 1987 Philippine Constitution.
Principally authored by Speaker Ferdinand Martin Romualdez, the resolution states that a Constitutional Convention composed of appointed and elected delegates from all legislative districts of the country is the most transparent, exhaustive, democratic, and least divisive means of implementing constitutional reforms.
The measure was pursued based on extensive studies showing that particular economic provisions of the 1987 Constitution need to be revisited and recrafted so that the Philippines may become globally competitive and attuned with the changing times.
Reputable business and economic groups also identified constitutional reform as a key policy improvement long overdue for implementation.
Committee on Constitutional Amendments Chairperson Rep. Rufus Rodriguez (2nd District, Cagayan de Oro City) defended the Resolution during the plenary proceedings.
Speaker Romualdez alternated with Deputy Speakers Raymond Democrito Mendoza and Aurelio “Dong” Gonzales Jr. in presiding over the plenary session.
