House leaders commend Speaker Dy for steady leadership, strong legislative performance

HOUSE leaders on Wednesday night adopted a resolution commending Speaker Faustino “Bojie” G. Dy III for providing what they described as stable, collaborative, and purposeful leadership that enabled the House of Representatives to sustain its legislative momentum and public trust during the First Regular Session of the 20th Congress.

In House Resolution (HR) No. 1093, House Majority Leader Ferdinand Alexander “Sandro” A. Marcos of Ilocos Norte and House Minority Leader Marcelino C. Libanan of 4PS Party-list cited Dy’s stewardship of the chamber following his assumption of the Speakership at what they described as a critical juncture for the institution.

HR No. 1093 seeks to formally commend Dy “for his stable, collaborative, and purposeful stewardship of the House of Representatives during the First Regular Session of the Twentieth Congress.”

The resolution said Dy guided the House through a seamless transition while ensuring that legislative work proceeded without disruption.

“Speaker Dy, though a figure of immense experience spanning decades in public service, chooses to maintain a low profile and poised authority, leading not with grandeur, but through an approachable presence that radiates respect and composure, fostering an environment of genuine collaboration, and maintaining the robust momentum of the chamber’s legislative agenda where colleagues are assured of opportunities for collaborative and equitable dialogues,” the resolution stated.

The measure highlighted survey results showing sustained public confidence in the House under Dy’s leadership.

It cited a national survey conducted by the RP-Mission and Development Foundation Inc. from May 20 to 25, 2026, which showed the House registering an Index of Governance (IOG) of 62.2 percent, alongside trust and performance ratings of 61.8 percent and 62.7 percent, respectively.

The resolution also noted that Dy himself posted an improved IOG score of 58.1 percent, reflecting a 3.1-percentage-point increase from the April 2026 survey.

Lawmakers likewise pointed to the chamber’s legislative accomplishments during the First Regular Session of the 20th Congress.

The resolution noted that of the measures included in the Legislative-Executive Development Advisory Council (LEDAC) Common Legislative Agenda, four are awaiting bicameral conference committee action, 18 have been approved on third reading, and three have advanced on second reading.

Among the measures cited were the proposed National Land Use Act, amendments to the Pantawid Pamilyang Pilipino Program, the restructuring of the Energy Regulatory Commission, the Waste-to-Energy Act, the proposed Anti-Political Dynasty Act, the Digital Media Anti-False Information Act, and amendments to the Masustansyang Pagkain Para sa Batang Pilipino Act.

According to the resolution, the House processed more than 10,809 legislative measures during the session, including 9,695 bills and 1,114 resolutions.

It added that six measures were enacted into law, including Republic Act No. 12317, which reset the first regular elections in the Bangsamoro Autonomous Region in Muslim Mindanao, and Republic Act No. 12315, which extended the mandate of the Second Congressional Commission on Education.

The resolution further cited the House’s performance in carrying out its constitutional responsibilities, including the adoption of House Resolution No. 989 setting forth the Articles of Impeachment against Vice President Sara Z. Duterte.

It also credited Dy for supporting governance and institutional reform measures, including House Bill (HB) No. 8389 or the proposed Anti-Political Dynasty Act.

Beyond legislation, the resolution underscored the House’s role in parliamentary diplomacy under the Philippines’ presidency of the ASEAN Inter-Parliamentary Assembly (AIPA).

It said the House helped advance regional cooperation through initiatives on climate change, counterterrorism, women’s political participation, legislative modernization, and ASEAN integration.

The resolution likewise recognized Dy’s attention to the welfare of lawmakers, House Secretariat employees, and congressional staff.

“Under the dignified and consensus-driven leadership of the Honorable Speaker Faustino ‘Bojie’ G. Dy III during the First Regular Session of the Twentieth Congress, the House of Representatives distinguished itself as a responsive, efficient, and cohesive institution, successfully traversing complex socio-economic priorities and enacting landmark measures essential to national progress,” the resolution stated.
