HOR under Speaker Romualdez emerges top-rated branch of government

THE House of Representatives under the leadership of Speaker Ferdinand Martin G. Romualdez continues to earn the highest trust and satisfaction among the three branches of government, based on the latest independent surveys conducted by Tangere and OCTA Research.

According to Tangere’s nationwide survey conducted from April 21-22, 2025, the House of Representatives received a satisfaction rating of 55.5%, the highest among all branches of government. 

Analysts attributed this strong performance to the lower house’s aggressive legislative agenda, particularly its role in securing funding for key social programs like the Ayuda sa Kapos ang Kita Program (AKAP), which directly addresses the needs of low-income Filipino families.

In comparison, the Senate posted a satisfaction rating of 44.74%, weighed down by internal controversies and leadership issues. The Executive Branch, led by President Ferdinand Marcos Jr., garnered a 49.41% satisfaction rating, while the Judicial Branch, represented by the Supreme Court, recorded a 45.5% satisfaction score among aware respondents.

Complementing these findings, the OCTA Research Tugon ng Masa (TNM) survey conducted from April 2-5, 2025, also highlighted Speaker Romualdez’s strong personal ratings:

— 54% of Filipinos trust Speaker Romualdez, a solid majority despite a minor decline from the previous quarter.

— 55% of Filipinos are satisfied with his performance as head of the House of Representatives.

This places Speaker Romualdez among the top national leaders in public trust and satisfaction, alongside President Marcos Jr. and Senate President Chiz Escudero. Notably, Speaker Romualdez’s trust and satisfaction ratings remain resilient across all major regions and socioeconomic classes, reflecting the broad support for the House’s pro-people initiatives under his stewardship.

The Tangere survey was conducted via mobile application with 2,400 respondents and a margin of error of ±1.96% at a 95% confidence level. 

The OCTA survey was based on 1,200 face-to-face interviews, with a ±3% margin of error.
