Gov’t employees may join protests, remind of responsibilities — CSC

THE Civil Service Commission (CSC) has affirmed that government employees are permitted to participate in mass protests scheduled for Sunday, September 21, provided they exercise their rights responsibly and adhere to certain guidelines.

In an interview on DZRH News’ Special on Saturday, CSC Assistant Commissioner Ariel Ronquillo emphasized that civil servants, like all citizens, have the right to freedom of expression and assembly.

However, he cautioned them to avoid engaging in any unlawful acts and to uphold the integrity and image of government service while participating in protests.

Ronquillo reminded government employees that while they are free to express their opinions and concerns, they must remain mindful of their positions as public servants.

He advised them to refrain from using government resources or identifying themselves as representatives of their respective agencies during the protests.

Furthermore, he stressed the importance of maintaining a respectful and professional demeanor, even when expressing dissent. The CSC’s statement provides clarity on the parameters within which government employees can exercise their constitutional rights while upholding their responsibilities as civil servants.
