MALACANANG announced Monday a major leadership reorganization at two key infrastructure agencies, with Secretaries Vince Dizon and Giovanni Lopez exchanging posts as heads of the Department of Transportation (DOTr) and the Department of Public Works and Highways (DPWH), respectively.
Presidential Communications Office Secretary Lino Cayetano confirmed the move in a briefing, stating President Ferdinand “Bongbong” Marcos Jr. made the change to “put the right people where they can deliver the most.” Quoting the President, Cayetano said: “We are shifting gears to accelerate reform. Secretary Dizon goes to DOTr to fix the daily commute. Secretary Lopez goes to DPWH to make sure the reforms there last.”
Dizon returns to the transportation portfolio with a clear mandate: ease the daily commute, reduce queues and eliminate fixers at the Land Transportation Office, and fast‑track completion of critical mass transport projects. His tenure at DPWH is credited with dismantling long‑standing systems that enabled waste and corruption, opening thousands of projects to public scrutiny, finishing delayed infrastructure, and embedding a new culture of transparency and accountability.
Lopez assumes the DPWH leadership to sustain and expand those gains, with a focus on accelerating the delivery of roads, bridges, and essential infrastructure across the country. The transition is framed as a strategic handoff designed to build on progress made, applying Dizon’s reform momentum to transport while entrusting Lopez to deepen institutional reforms at public works. Further details on the turnover schedule and new priorities at both agencies are expected in the coming days.
