THE Philippine Army has removed Cavite 4th District Representative Francisco “Kiko” Barzaga Jr. from the Armed Forces of the Philippines (AFP) Reserve Force, citing violations equivalent to a grave offense under military regulations.
Army spokesperson Col. Louie Dema-ala announced on Wednesday that Barzaga’s delistment took effect on Sept. 21, following a review conducted in accordance with General Headquarters, AFP Standard Operating Procedure No. 7.
As a result of this decision, Barzaga loses all privileges as a reservist and is no longer authorized to wear a military uniform under any circumstances.
The Army stated that this action was taken in accordance with Articles 177 and 179 of the Revised Penal Code, which prohibit usurpation of authority and the illegal use of uniforms and insignias. Dema-ala also stated that Barzaga is barred from future commissioning into either the AFP regular or reserve ranks.
The Army clarified that the administrative action “does not reflect on the personal character or public service record” of the lawmaker. Barzaga, who held the rank of private, was enlisted into the AFP Reserve Force on Jan. 10, 2025, under the National Capital Region Regional Community Defense Group. In September, the Philippine Army Reserve Command recommended Barzaga’s delisting after he publicly urged soldiers, police, and reservists to join recent anti-corruption protests.
The Army reiterated its commitment to maintaining professionalism and credibility within its ranks and stated that it does not condone violations of military regulations, regardless of status or position. Barzaga has yet to issue a statement on the delisting as of writing.
