THE Armed Forces of the Philippines (AFP) is aiming to acquire at least two diesel-electric submarines as part of its modernization program.
AFP Chief of Staff Gen. Romeo Brawner Jr. emphasized the importance of securing funding for this acquisition under Horizon 3 (2023-2028). The plan has been revised under Re-Horizon 3, approved in January 2024, extending the program to 10 years.
An estimated P80 billion to P110 billion has been allocated for the two submarines, including necessary facilities and other requirements.
Brawner highlighted the strategic importance of submarines for the Philippines, given its archipelago nature. However, he acknowledged the funding constraints and stated that they are exploring both local and foreign financing options.
