SECRETARY General Atty. Cheloy Garafil has confirmed the formal transmittal of the third impeachment complaint against Vice President Sara Duterte to the office of Speaker Faustino “Bojie” G. Dy III.
The transmission occurred early Monday night, fulfilling the constitutional requirements and the Rules of the House of Representatives.
The impeachment complaint was filed by a group of private citizens, including members of the clergy, civil society leaders, and legal practitioners. Key figures among the complainants are Rev. Fr. Joel Saballa, Rev. Fr. Joselito S. Sarabia, Rev. Fr. Edilberto J. Baculi, Rev. Fr. Rogelio D. del Rosario, Pastor Leonard P. Arevalo, Pinky L. Tam, Maria Loreto A. Lopez, Atty. Jalilo O. dela Torre, Atty. Democrito C. Barcenas, Atty. Lourdes Barcenas, Sister Ma. Liza Ruedas, Sister Violeta B. Cecilio, and Sister Geraldine J. Denoga.
House Deputy Minority Leader Leila De Lima of Mamamayang Liberal (ML) Party-list endorsed the complaint, which completed the necessary requirements for its transmittal to the Speaker. This endorsement ensures the complaint will be given appropriate consideration and action by the House.
Atty. Garafil emphasized the strictly ministerial role of the Office of the Secretary General in impeachment proceedings. According to Garafil, the office is only tasked with the receipt, verification, and transmission of impeachment complaints and their endorsements. This process ensures adherence to legal and procedural guidelines.
The Speaker’s office is now responsible for reviewing the complaint and determining the next steps in accordance with the House rules on impeachment.
