Police Officer faces probe for social media posts over Duterte arrest

 A POLICE officer, Patrolman Francis Steve Tallion Fontillas, is under investigation by the National Police Commission (Napolcom) for social media posts responding to the arrest of former president Rodrigo Duterte.

Napolcom Commissioner Atty. Rafael Vicente Calinisan announced Wednesday that the Inspection, Monitoring and Investigation Service (IMIS) has been tasked with reviewing Fontillas’ posts and that administrative charges are expected to be filed imminently. Possible charges include grave misconduct and conduct unbecoming of a police officer, offenses that could result in demotion, suspension, or dismissal.

Separately, the Philippine National Police (PNP) reported that the Quezon City Police District (QCPD) has filed a complaint of inciting to sedition against Fontillas under Article 142 of the Revised Penal Code, in conjunction with the Cybercrime Prevention Act of 2012.

The PNP also noted that Fontillas, assigned to the District Personnel and Holding Admin Section since February 20, 2025, has been absent without official leave (AWOL) since March 6th.

Fontillas, in his own social media posts, has questioned the sedition charge, claiming he was merely expressing his views. He also posted a copy of an approved leave application, claiming it covered the period of his absence.

He further stated his intention to represent himself in the proceedings due to financial constraints. In a defiant statement, he challenged his accusers to a public debate, confident in his ability to defend himself.
