Court: Dismissed mayor Alice Guo is Chinese, term void

A MANILA Regional Trial Court (RTC) has officially declared the mayorship of dismissed Bamban, Tarlac Mayor Alice Guo void, ruling that she is “undoubtedly Chinese.”

In a comprehensive 67-page quo warranto decision dated June 27, 2025, Judge Liwliwa S. Hidalgo-Bucu of Manila RTC Branch 34 definitively established that Guo Hua Ping and Alice Guo are the same person.

The decision cites evidence presented during a Senate inquiry, where Senator Risa Hontiveros revealed that the National Bureau of Investigation (NBI) had confirmed a fingerprint match between Guo Hua Ping and Alice Guo. While Guo’s legal counsel denied any connection between the two names, the court found this claim unconvincing.

The court’s ruling explicitly states, “Respondent Guo Hua Ping is undoubtedly a Chinese citizen, born to Chinese parents, namely Guo Jian Zhong and Lin Wenyi. She and her parents are holders of Chinese passports.”

The decision further emphasizes that Guo’s Philippine passport and birth certificate do not constitute conclusive proof of Philippine citizenship, citing dubious entries in her birth certificate that lack supporting evidence.

This decision follows numerous accusations against Guo, including allegations of using a fake identity, acting as a Chinese spy, and involvement with a Philippine Offshore Gaming Operator (POGO) syndicate.

The court’s ruling has significant implications for the political landscape of Bamban, Tarlac, and raises further questions about the verification of identities in public office.
