Cop dismissed for social media posts about Duterte arrest

PATROLMAN Francis Steve Fontillas has been dismissed from the Philippine National Police (PNP) following a unanimous decision by the National Police Commission (Napolcom).

The dismissal stems from Fontillas’ controversial social media posts regarding the arrest of former President Rodrigo Duterte. The Napolcom found him guilty of grave misconduct, conduct unbecoming of a police officer, and disloyalty to the government. In addition to dismissal, Fontillas faces perpetual disqualification from public service.

Despite Fontillas’ resignation from the PNP, effective April 10th, the Napolcom emphasized that this did not prevent his dismissal.

Napolcom Vice Chairperson and Executive Officer Atty. Rafael Vicente Calinisan stated that the commission had already acquired jurisdiction over Fontillas before his resignation, rendering his attempt to evade liability through resignation ineffective. The administrative cases filed against Fontillas, along with a criminal complaint for inciting to sedition filed by the Quezon City Police District (QCPD), will proceed.

Fontillas, in a Facebook post, defended his actions, claiming he was merely expressing his views and principles. He questioned the charges against him and lamented the perceived suppression of freedom of expression in the Philippines.

However, his absence without official leave (AWOL) from March 6th to 20th, coupled with his refusal to follow up on mental health assessments initiated in 2023, further contributed to the severity of the disciplinary action taken against him.

The QCPD had previously noted concerns regarding Fontillas’ mental health, but his failure to comply with recommended follow-up care added to the complexities of the situation. The Napolcom’s decision underscores the importance of maintaining professional conduct and loyalty within the ranks of the PNP, even in the face of differing political opinions.
