
Public Works and Highways (DPWH) Secretary Manuel Bonoan,
SENATOR Panfilo ‘Ping’ Lacson has expressed skepticism regarding claims that former Department of Public Works and Highways (DPWH) Secretary Manny Bonoan was unaware of alleged corruption within the agency, particularly concerning flood control and other projects.
Lacson argued that Bonoan’s experience in the field should have made him aware of potential irregularities.
“Somehow, you have experience in the field… You know what’s happening. So when you head an agency, at the very least, you should know how to monitor the shenanigans,” Lacson stated, implying that Bonoan’s expertise should have enabled him to identify and address any corrupt practices.
Lacson further emphasized that heading an agency entails responsibility, and ignorance is not a valid excuse.
“That’s not an excuse. When you head an agency, you have a responsibility,” he added, suggesting that Bonoan should be held accountable for any corruption that occurred during his tenure, regardless of whether he was directly involved or not.
