REPRESENTATIVE Paolo Ortega has introduced House Bill 1214, a landmark measure to formally declare the Municipality of San Juan, La Union, as the “Surfing Capital of the North” and secure appropriations for its development and promotion. This initiative underscores San Juan’s pivotal role in boosting tourism and economic growth in La Union, which aspires to become the Agri-Tourism Center of Northern Luzon by 2025
San Juan, part of La Union’s Central Circuit alongside San Fernando City, Bacnotan, and San Gabriel, has emerged as a premier surfing destination, contributing significantly to the province’s growing tourist arrivals. In 2024, San Juan’s surfing tourism generated an impressive 2 billion pesos in revenue in 2023 and 2024, highlighting its economic potential. The municipality’s reputation as a surfing hub was cemented when it successfully hosted the surfing events of the 2019 Southeast Asian Games, drawing global attention to its world-class waves and vibrant local culture.
“San Juan’s natural beauty, world-renowned surf breaks, and warm, hospitable community make it a jewel of Northern Luzon,” said Congressman Ortega. “By formally recognizing San Juan as the Surfing Capital of the North, we aim to unlock greater opportunities for tourism, infrastructure development, and job creation, ensuring sustainable growth for our people.”
The proposed legislation seeks to enhance San Juan’s tourism infrastructure, promote its surfing culture, and attract more domestic and international visitors. This aligns with La Union’s broader vision of leveraging its endowed resources and natural attractions to strengthen competitiveness in the region.
Congressman Ortega’s advocacy for San Juan is part of a broader legislative agenda focused on uplifting his district. His first slate of bills reflects a comprehensive approach to improving infrastructure, healthcare, sports, and connectivity in La Union. Key measures include:
-HB 1212 : Providing a national policy on adolescence pregnancy. This act shall be knows as “Adolescent Pregnancy Prevention Act”.
– HB 1215-1216: Increasing the bed capacity of Balaoan and Bacnotan District Hospitals from 25 to 50 beds to enhance healthcare access.
– HB1213, HB1217-HB1225 – Converting key provincial roads in Bangar, Balaoan, Bacnotan, Santol, San Gabriel, San Fernando and other areas into national roads, with appropriations for maintenance and improvements to boost connectivity and economic activity.
“Each bill I’ve introduced is a deliberate step toward transforming La Union into a thriving, dynamic province,” Congressman Ortega declared. “By championing San Juan’s tourism potential, expanding healthcare access, nurturing young athletes, and upgrading critical infrastructure, we are building a solid foundation for prosperity, opportunity, and a brighter future for every community in La Union.”
