
THE Department of Migrant Workers (DMW) and TikTok Pte. Ltd. have partnered to enhance the digital protection of overseas Filipino workers (OFWs) against illegal recruitment and online job scams.
Migrant Workers Secretary Hans Leo J. Cacdac and TikTok PH Public Policy Head Yves Gonzalez signed a Memorandum of Understanding (MOU) on July 30, 2025, formalizing the collaboration.
The partnership, aligned with President Ferdinand R. Marcos Jr.’s directive to protect OFWs, will focus on stricter content monitoring, user empowerment, and information dissemination.
Secretary Cacdac emphasized TikTok’s role in strengthening the fight against illegal recruitment, stating that the platform is a key tool for ensnaring perpetrators. Since 2023, the DMW and TikTok Philippines have already removed nearly 41,000 fake job postings and accounts.
Under the MOU, the DMW and TikTok will collaborate on account verification, promote legitimate recruitment sources, and ban fraudulent accounts involved in repeated violations.
TikTok Philippines will also assist the DMW in digital investigations and content moderation. TikTok Public Policy Manager Peachy Paderna reiterated the platform’s commitment to safety, while DMW Undersecretary Dominique Rubia-Tutay issued a stern warning to online illegal recruiters, stating that while they might not be able to shut down all operations, they will actively pursue and take down those involved in scams.
