THE Department of the Interior and Local Government – National Capital Region (DILG-NCR) has conferred upon Parañaque City the 2025 Metro Manila SubayBAYANI Award (Mark of Excellence)—the highest recognition for exemplary achievement in local governance.
The honor, shared with the cities of Pasig and Las Piñas, celebrates Parañaque’s visionary leadership, outstanding infrastructure governance, and transformative initiatives that have brought about the Most Significant Change in local communities.
Under the leadership of Mayor Edwin Olivarez, Parañaque City has consistently demonstrated excellence in good governance, innovation, and inclusive development.
The city’s strategic focus on sustainable infrastructure, digital transformation, and participatory governance has accelerated the growth of resilient and empowered communities, aligning with the national vision for inclusive progress and shared prosperity among Filipinos in Metro Manila.
“This recognition is a testament to the collective effort of our people and the unwavering dedication of our city government to serve with transparency, efficiency, and compassion,” Mayor Olivarez said. “Our goal has always been to create a city where progress is shared by all—where every project, every innovation, and every policy uplifts the lives of Parañaqueños.”
The Metro Manila SubayBAYANI Award, introduced by DILG-NCR, honors local government units that exemplify best practices in performance monitoring, accountability, and innovation in governance.
The award also acknowledges cities that foster measurable, meaningful changes through effective infrastructure management and citizen engagement.
Olivarez dedicated the award to the people of Parañaque, emphasizing that the achievement underscores the city’s continuing commitment to good governance and sustainable development.
