
THE Senate Blue Ribbon Committee cited contractor Pacifico “Curlee” Discaya II and former Bulacan first district engineer Henry Alcantara in contempt during a hearing this Thursday, due to alleged dishonesty in their testimonies.
The Blue Ribbon committee approved Senator Raffy Tulfo’s motion to cite Curlee Discaya in contempt after Discaya told the committee that his wife and business partner, Sarah, could not attend the hearing due to a “heart condition.”
This contradicted a letter sent by Sarah to the committee, read by Senate Pro Tempore Panfilo Lacson, chairman of the committee, which stated that she could not attend due to a prior meeting with her employees. Senator Erwin Tulfo confronted Discaya, stating, “You’re fooling us. You lied!”
Meanwhile, Alcantara was also cited in contempt for insisting that he had no involvement in ghost projects in Bulacan.
Senator Erwin Tulfo stated that Alcantara’s claims were not believable, pointing out the implausibility of a district engineer being unaware of ghost projects or significant budget increases within his jurisdiction. Alcantara responded that his office only implements projects as they appear in the General Appropriations Act (GAA) and that he had no knowledge of any ghost projects.
