THE Department of Information and Communications Technology (DICT) lauded President Ferdinand R. Marcos, Jr. in supporting the growth of the country’s ICT sector after issuing Executive Order (EO) No. 32 which streamlined the process of obtaining permits for the construction, installation, repair, maintenance, and operation of telecommunications and ICT infrastructure.
The DICT stands alongside the administration, supporting the vision of a “Bagong Pilipinas” driven by technological advancements and connectivity.
EO 32 expedited the permitting process for ICT infrastructure by eliminating the need for other national or local permits and clearances, enabling faster infrastructure development across the country. To ensure the successful implementation of this streamlined approach, a technical working group on Telecommunications and Internet Infrastructure, chaired by DICT Secretary Ivan John E. Uy, has been established. This initiative showcases the administration’s dedication to removing barriers and enhancing the efficiency of public service delivery.
Under EO 32, local government offices will establish one-stop shops for construction permits, streamlining the processing of ICT infrastructure projects. It is important to note that certain exemptions apply, such as building permits by the Office of the Building Official, Height Clearance Permits from the Civil Aviation Authority of the Philippines (CAAP), homeowners association and other community clearances, clearances from other government agencies, and requirements mandated by the Constitution and existing laws.
The DICT is mandated by EO 32 to craft its implementing rules and regulations within 60 days from the order’s effectivity. To ensure progress and efficiency, the DICT will implement a zero backlog policy and furnish the Anti-Red Tape Authority with annual compliance reports.
“As we pursue the streamlining of requirements for the construction of telecommunications and internet infrastructure, the solutions provided by e-government remove roadblocks to convenience in public service delivery, saving time and reducing financial costs for citizens, while breaking down the silo operations of government offices,” Secretary Uy said in a statement following the issuance of EO 32.
By simplifying the permitting process for ICT infrastructure, President Marcos Jr. and the DICT are creating an environment conducive to progress and innovation.
The nation eagerly awaits President Ferdinand Marcos, Jr.’s upcoming State of the Nation Address (SONA) on 24 July 2023, at 4:00 p.m. During the SONA, the President will outline his strategic plans and initiatives for a “Bagong Pilipinas,” providing valuable insights into the administration’s vision and roadmap for national development. The SONA will be broadcasted on national television and live-streamed on the DICT Facebook page, along with other government pages.
