
FORMER Department of Public Works and Highways (DPWH) engineer Henry Alcantara has implicated several senators and congressmen in alleged anomalies related to flood control projects.
During his sworn testimony at the fifth Senate hearing on the flood control project anomalies, Alcantara named former Senator Ramon “Bong” Revilla Jr., Senator Jinggoy Estrada, Senator Joel Villanueva, former Caloocan Representative Mitch Cajayon-Uy, and AKO Bicol Representative Zaldy Co.
Alcantara clarified that he did not directly communicate with the senators and congressmen but that transactions related to alleged kickbacks were conducted through their staff. According to Alcantara, former DPWH Undersecretary Roberto Bernardo told him that ₱300 million worth of GAA insertions in 2024 were allocated for Revilla, who was running for senator again in 2025.
“According to Usec. Bernardo, the GAA insertions in 2024 amounting to ₱300 million, he told me were for Senator Bong Revilla,” Alcantara stated in his sworn affidavit.
Alcantara further testified that Bernardo allegedly said, “add proponents and he will take care of it,” referring to other lawmakers involved in the projects. These allegations add another layer of complexity to the ongoing investigation into flood control project irregularities and could potentially lead to further scrutiny of the named officials and their involvement in the alleged scheme.
