
Manila, Philippines – Former Department of Public Works and Highways (DPWH) official Henry Alcantara admitted to having direct transactions with Ako Bicol Representative Zaldy Co, stating that he personally delivered 25 percent of the kickbacks he received from Bulacan flood control projects to Co’s residence in Pasig.
“In 2022, his requested budget for each project was only 20%. If you can see, your honor, I will also say this, that the picture there where I was standing in the office, that was when the 20% for 2022 was being arranged in the NEP,” Alcantara stated during the Senate Blue Ribbon Committee hearing on Tuesday, September 23, 2025.
Alcantara’s testimony further alleges that Co has amassed approximately 426 flood control projects worth P35 billion during his years in Congress.
