THE Commission on Elections (Comelec) en banc officially proclaimed Jan Franz Norbert Joselito Almario Chan as the new representative of the Ako Bicol Party-list on Wednesday, November 12. Chan replaces Zaldy Co, who resigned from his post amid allegations of involvement in anomalous flood control projects.
Chan personally attended the proclamation ceremony at the Comelec main office in Intramuros, Manila, where he was formally recognized by Chairman George Garcia and other members of the Commission.
As the 3rd nominee of the party-list, Chan steps into the role vacated by Co, whose resignation followed accusations linking him to corruption in government flood control projects. Ako Bicol secured two seats in the House of Representatives during the 2025 National and Local Elections.
Following his proclamation, Chan outlined his legislative priorities, emphasizing his commitment to disaster resilience policies, laws supporting renewable energy, bills benefiting Persons with Disabilities and their families, and policies addressing mental health issues.
“Part of my priority bills include pushing for disaster resilience policies, laws pertaining to renewable energy, bills that will support Persons with Disabilities and their families, and policies to address mental health problems, among others,” Chan stated.
Meanwhile, former Rep. Zaldy Co remains abroad. According to reports, his lawyer has advised him against returning to the Philippines due to alleged threats to his life.
Chan’s assumption of office marks a new chapter for the Ako Bicol Party-list, with a focus on addressing critical issues facing the Bicol region and the nation as a whole.
