THE Land Transportation Franchising and Regulatory Board (LTFRB) has slapped motorcycle taxi platform Move It with a penalty of ₱555.75 million for operating far more rider‑partners than it was authorized to deploy.
The platform was granted approval to field only 17,746 riders across Metro Manila, Cebu City, and Cagayan de Oro, but instead operated 55,575 riders beyond its allocated quota. The LTFRB imposed a fine of ₱10,000 for each unauthorized rider, resulting in the record total penalty amount.
In its statement issued Tuesday, November 3, the LTFRB clarified that the decision is not yet final and executory, as Move It has filed a motion for reconsideration seeking to reverse or modify the ruling.
The board noted that it cannot release further details of the case or supporting evidence while the legal process remains ongoing. This development comes as the LTFRB moves to standardize the motorcycle taxi industry through provisional authority registration and accreditation, a reform backed by riders’ groups such as METRO to ensure accountability and protect legitimate livelihoods.
The agency also acknowledged the impact on the thousands of riders who were onboarded in excess of the platform’s approved slots, stating it is crafting measures to address their situation. The LTFRB emphasized that these riders were brought in under the platform’s management and that their status will be reviewed alongside the regulatory framework to ensure fair treatment and proper registration. Further updates will be issued once the motion for reconsideration is resolved and related policies are finalized.
