Discaya names congressmen, officials involved in flood control kickback scheme

IN explosive testimony on Friday, Pacifico “Curlee” Discaya II accused several congressmen and government officials of participating in a kickback scheme related to flood control projects.

During a Senate Blue Ribbon Committee hearing, Discaya claimed that he and his wife had transactions with the following incumbent and former public officials:

  • Pasig City Rep. Roman Romulo
  • Quezon City 4th District Rep. Marvin Rillo
  • Caloocan City 3rd District Rep. Dean Asistio
  • Quezon City 5th District Rep. Patrick Vargas
  • Quezon City, 6th District Rep. Ma. Victoria Co-Pilar
  • Uswag Ilonggo Partylist Rep. James “Jojo” Ang
  • Former Presidential Assistant for the Visayas Terence Calatrava
  • Former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo

Discaya and his wife, Sarah, were temporarily excused from the hearing to retrieve documents from their residence that supposedly contain information on individuals linked to the scandal. These ledgers allegedly detail the kickbacks the Discayas provided to lawmakers and DPWH officials.

Curlee Discaya stated that more ledgers remained at their residence but could not be retrieved due to time constraints. The retrieved ledgers were subsequently submitted to the Blue Ribbon Committee.

The Senate Blue Ribbon Committee is investigating alleged anomalies in flood control projects, and Discaya’s testimony represents a significant development in the inquiry. The implicated officials have yet to respond to the allegations.
