HOUSE Speaker Faustino “Bojie” de Guzman Dy III has spent more than four decades in public service. His career in government began at the barangay level, first as Kabataang Barangay Federation Chairman and later as Asosasyon ng mga Kapitan ng Barangay President. He later served as Vice Mayor and was then elected Mayor of Cauayan in 1992. For nearly a decade, he oversaw the development of the city, earning awards for peace and order, cleanliness, and effective governance.
In 2001, the Speaker was elected to the House of Representatives as Representative of Isabela’s 3rd District, a post he held for three consecutive terms.
He was later elected Governor of Isabela in 2010, where he led the province through a period of remarkable growth, earning multiple national citations, consistently receiving the Department of the Interior and Local Government’s Seal of Good Local Governance and winning three consecutive Most Outstanding Governorship Awards. During his tenure as Isabela’s chief executive, the province was consistently recognized as a top performer in agriculture, cooperative development, and disaster resilience, securing Hall of Fame awards for anti-red tape reforms and corn production.
After completing three terms as governor, Dy was elected Vice Governor of Isabela in 2019, serving until 2025. His leadership at the provincial level was again recognized nationally, as he was named Vice-Governor of the Year three times by the Nation Builders and Moslive Awards. His return to the House in 2025 as Representative of Isabela’s 6th District marked a full circle in his career, capped by his election as Speaker of the House of Representatives.
Throughout his decades of service, Dy has been honored with dozens of awards for governance, transparency, and disaster management—from the Gawad Kalasag for outstanding provincial disaster risk reduction to the National Rice Achievers Award and recognition as one of the country’s most business-friendly local executives. These honors reflect his long-standing commitment to accountable and innovative leadership.
Dy took up economics at the University of Santo Tomas. He is married to Mary Ann Arcega, with whom he has four children: Francis Faustino, Faustino IV, Faustino V, and Justin Faustino.
