Marcos witnesses signing of joint circular on child development centers

PRESIDENT Ferdinand R. Marcos Jr. oversaw the ceremonial signing of a joint circular establishing Child Development Centers (CDCs) in the Philippines.

The agreement, signed on April 3, 2025, at Malacañan Palace, unites the Department of Education (DepEd) and the Department of Budget and Management (DBM) in a crucial initiative to expand access to early childhood care and development.

The joint circular provides a framework for local government units (LGUs) to establish CDCs, leveraging funding from the Local Government Support Fund – Financial Assistance to LGUs (LGSF-FA).

This initiative directly addresses recommendations outlined in the Second Congressional Commission on Education (EDCOM II) Year 2 Report.

The report highlighted the critical need for increased access to early childhood care and development (ECCD) facilities, particularly in low-income areas. The establishment of CDCs is seen as a key step towards achieving the goals of the ECCD program and ensuring that all children have access to quality early learning opportunities.
