Villar pushes for enhanced OFW protection: Background checks for foreign employers

SENATOR Mark Villar is calling for stricter measures to protect Overseas Filipino Workers (OFWs), urging the Department of Migrant Workers (DMW) to implement mandatory background checks on all foreign employers.

The senator’s plea came during a Senate Committee on Migrant Workers hearing on Tuesday, January 21, 2025.

Villar expressed serious concerns about the safety and security of OFWs, particularly household helpers, who may be placed in vulnerable situations if their employers have criminal records.

He highlighted the need for a robust system to verify the backgrounds of potential employers before OFWs are deployed.

“Is there a way to trace if the employer has a criminal record?” Villar questioned, emphasizing the potential risks involved in sending OFWs to employers with undisclosed criminal histories.

Migrant Workers Secretary Hans Leo Cacdac acknowledged the senator’s concerns, stating that while recruitment agencies are currently responsible for conducting background investigations, a government-led initiative is necessary to ensure comprehensive protection for OFWs.

Cacdac agreed that the current system needs strengthening and that a government-backed background check process would provide an additional layer of security and significantly reduce the risks faced by OFWs.

The hearing underscored the ongoing efforts to improve the safety and well-being of Filipino workers abroad. Senator Villar’s proposal for mandatory government-led background checks on foreign employers represents a significant step towards achieving this goal. The DMW’s commitment to exploring this initiative signals a willingness to address the vulnerabilities faced by OFWs and strengthen the existing safeguards.

Further details regarding the implementation of this proposed background check system are expected to be announced in the coming weeks. The DMW is currently exploring various options for establishing a reliable and efficient background check process.
