SENATOR Raffy T. Tulfo, chair of the Senate Committee on Public Services, has launched a thorough examination of Manila Electric Company (Meralco)’s franchise performance, demanding improvements in service and innovation before considering its renewal.
During a committee hearing on Monday, November 25, 2024, Sen. Tulfo highlighted the significant reach of Meralco, which provides electricity to 25% of the Philippine population across 39 cities and 72 municipalities. The company also plays a crucial role in powering industries responsible for 50% of the country’s gross domestic product.
“All these aspects of Meralco’s business must be thoroughly and meticulously examined prior to the renewal of their franchise,” Sen. Tulfo emphasized. “Part of my duty as the chairman of this committee is to ensure that no franchise is approved unless it is for the betterment of the Filipino people.”
He added, “Given these figures, it becomes more important to guarantee that those they serve benefit from the renewal of their franchise for a new period of 25 years. Today, we are given an opportunity not only to renew the franchise of Meralco but also to ensure that they improve their service wherever needed.”
Sen. Tulfo has directed the committee to scrutinize Meralco’s plans for introducing innovations that will enhance consumer welfare. These include:
More accurate billing through the introduction of smart meters.
Improved maintenance of electricity lines to prevent electrocution and fire hazards.
Faster response times for emergency maintenance activities and other works.
The committee’s investigation into Meralco’s performance and future plans will be crucial in determining whether the company’s franchise will be renewed for another 25 years. The focus on consumer welfare and service improvements will be a key factor in the committee’s decision.
