Tarlac declares state of calamity amid Habagat devastation

THE entire province of Tarlac has been placed under a state of calamity in response to widespread flooding and extensive damage brought about by relentless heavy rains from the Southwest Monsoon or Habagat.

The provincial government made the declaration as rising floodwaters submerged communities, rendered major thoroughfares impassable, and triggered structural failures that have severely disrupted life and movement across the province. The measure enables the province to access emergency funds, expedite relief operations, and fast-track rehabilitation efforts.

The crisis deepened dramatically with the collapse of critical infrastructure, including portions of the Ninoy Aquino Bridge and the Agana Bridge — vital links that have now been severed, cutting off key transport routes and hampering disaster response. Torrential river currents, swollen by days of continuous downpours, eroded foundations and swept away sections of both bridges, leaving residents stranded and relief teams struggling to reach affected areas. The destruction underscores the severity of the weather emergency and the urgent need for coordinated intervention.

Beyond infrastructure, the floods have inflicted heavy losses on agriculture and private property, with vast farmlands inundated and homes damaged or destroyed. Crops ready for harvest have been wiped out, threatening the livelihoods of thousands of farmers and food security in the region. With major roads also submerged or blocked, the declaration of a state of calamity allows Tarlac to mobilize resources more freely, implement price controls on essential goods, and prioritize the safety and recovery of its people as the province battles the lingering effects of the monsoon.
