Is the ICI Overreaching? A Watchout Bulletin Raises Questions

THE Independent Commission for Infrastructure (ICI) has raised eyebrows by seeking a lookout bulletin for several prominent lawmakers, including former House speaker Martin Romualdez, former Senate president Chiz Escudero, Senator Jinggoy Estrada, Senator Joel Villanueva, former senator Bong Revilla, and former senator now Makati Mayor Nancy Binay.

While the stated goal is to ensure transparency and accountability in infrastructure projects, the move raises serious questions about the ICI’s mandate and potential overreach.

The ICI, tasked with investigating irregularities in infrastructure projects, is understandably under pressure to deliver results. However, issuing a lookout bulletin – essentially flagging these individuals to prevent them from leaving the country – feels premature and potentially prejudicial. Are these lawmakers flight risks? Has evidence of wrongdoing been presented that warrants such a drastic measure?

It’s crucial to remember that a lookout bulletin is not a conviction. It’s an investigative tool, and its use should be reserved for situations where there is a clear and present danger of someone fleeing to avoid prosecution. Transparency and accountability are essential for good governance. However, they must be pursued within the bounds of due process and respect for individual rights. The ICI’s pursuit of a lookout bulletin for these lawmakers warrants careful scrutiny.
