Facebook Marketplace: A Breeding Ground for Illegal SIM Card Sales?

THE alarming trend of pre-registered SIM cards being sold on Facebook Marketplace has raised serious concerns for the Anti-Organized Crime Commission (PAOCC). This practice, according to PAOCC Executive Director Gilbert Cruz, poses a significant threat, as these cards can be easily exploited for illegal activities.

“You see pre-registered cards for sale. Sometimes they’re even labeled as ‘used SIM cards for sale,’” Cruz remarked. He emphasized the need for stricter regulations, stating, “We need to add more safety nets to the SIM card registration process. Every card should have an accountable person. Bulk sales should not be allowed.”

The SIM Card Registration Act (RA 11934), enacted in 2022, aimed to curb crimes like text and online scams by regulating SIM card sales, usage, and requiring registration by end-users. However, the current situation on Facebook Marketplace suggests that the law’s implementation needs to be strengthened.

Palace Press Officer Undersecretary Claire Castro echoed these concerns, advocating for amendments to the act. She believes that requiring the registration of SIM cards to be “personal” could be a crucial step in addressing the issue.

The ease with which pre-registered SIM cards are being sold on Facebook Marketplace highlights a critical loophole in the SIM Card Registration Act.

While the law aims to combat criminal activity, the lack of effective enforcement and the accessibility of pre-registered cards on popular platforms like Facebook threaten to undermine its effectiveness. Urgent action is needed to address this issue and ensure that the law’s intended purpose of curbing online crime is achieved.
