THE Sandiganbayan’s declaration of Zaldy Co, former House appropriations panel chair, as a “fugitive from justice” has cast a long shadow over the already troubled P289 million road dike project in Oriental Mindoro, leaving residents and local officials grappling with uncertainty.
Co, along with several directors of Sunwest Inc., the project’s contractor, faces charges of malversation and graft related to allegations of substandard work on the crucial infrastructure. The anti-graft court’s decision to label Co a fugitive and cancel his passport underscores the seriousness of the charges and raises questions about the project’s future.
“This development adds another layer of concern for our community,” said Mayor Elena Reyes of San Teodoro, Oriental Mindoro. “We were already worried about the quality of the work and the delays. Now, with the legal issues surrounding Mr. Co, we’re unsure what will happen next.”
The road dike project was intended to protect several coastal communities from flooding and improve transportation. However, reports of substandard materials and construction have plagued the project since its inception. The Sandiganbayan’s findings that Co deliberately evaded investigation by resigning from his post and fleeing the country have fueled public anger and distrust.
“It’s not just about the money,” said farmer Ricardo Torres, a resident of Baco, Oriental Mindoro. “It’s about our safety and the future of our community. We need this road dike to protect our homes and livelihoods. Now, we don’t know if it will ever be finished properly.”
The Department of Justice (DOJ) has stated that it is working with international law enforcement agencies to locate and apprehend Co. Meanwhile, the DPWH has announced that it is conducting a thorough review of the road dike project to assess its structural integrity and identify any deficiencies.
“We are committed to ensuring that the people of Oriental Mindoro receive the infrastructure they deserve,” said DPWH spokesperson Anna Garcia. “We will take all necessary steps to rectify any problems with the project and hold those responsible accountable.”
As the legal proceedings against Co and the Sunwest Inc. directors continue, the residents of Oriental Mindoro remain in a state of anxious anticipation, hoping for a resolution that will finally deliver a safe and reliable road dike.
