Stop the charade and implement quick response measures for Odette victims

PARTIDO Lakas ng Masa standard bearer and labor leader Ka Leody de Guzman today called on President Rodrigo Duterte to “stop the charade and swiftly act” on measures to help the victims of typhoon Odette in Visayas and Mindanao.

Duterte on Friday said that he is still looking for funds to assist provinces hit by the typhoon since the government coffers were already used up for Covid response.

“Tama na ang dramang hindi naman kapani-paniwala. Marami ang nasalanta. Tungkulin ng gobyerno ang agarang pagtugon sa mga batayang pangangailangan ng ating mga kababayang tinamaan ng bagyong Odette. Inaasahan natin ang kahandaan ng pamahalaan sa ganitong mga sitwasyon.”

The labor leader explained that there are billions in unused calamity funds from the 2021 budget, that the Budget Department justified in May 2021, as a ‘stand-by fund” for emergencies such as calamities, epidemics, crises, and catastrophes.

The Office of Civil Defense, in a May 2021 public statement entitled “Explainer 2020 and 2021 NDRRM utilization,” showed that almost P12B are still available and likewise noted that “National DRRM Fund cannot be depleted before midyear 2021 in preparation for the emergencies during the rainy season.”

Ka Leody also proposed urgent measures that should have been adopted by existing disaster response programs, recalling the pressing problems faced by the people of Tacloban when they were hit by typhoon Yolanda.

These include price controls, rapid assessment of local government units, and the ramping up of supplies and flow of basic needs, including fuel.

“Tiyakin ng gobyerno na may suplay ng mga batayang pangangailangan sa mga nasalanta. Kabilang dito ang malinis na tubig, pagkain, kuryente, komunikasyon, gasolina, paglilinis at pagsasa-ayos ng mga daan para makarating ang ayuda at tulong mula sa gobyerno, foreign aid institutions, at sa relief operations ng ating mga kababayan. Kontrolin ang presyo ng mga batayang pangangailangan upang hindi samantalahin ang pagbagsak ng suplay at ang desperasyon ng ating mga kababayan.”

“Gawing accessible ang SSS, GSIS, LandBank, DBP at iba pang institusyong pampinansya ng pamahalaan ang zero-interest loans, para sa karagdagang pinansyal na ayuda mula sa gobyerno.” “Kailangan na din natin ng mga mapagpasyang hakbang para harapin ang krisis sa klima. Kabilang dito ang daglian at makabuluhang pagtalikod sa madumi at mapanirang enerhiya at teknolohiya at pagbubuo ng sustenable at maka-kalikasang ekonomiya,” Ka Leody concluded.
